Zelensky Asserts Absence of Explicit Security Pledge from Partner Nations
President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the case of a new Russian aggression.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.
These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.
However, comprehensive defense assurances have not been agreed. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.
Allies proposed that the US would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
Moscow has thus far remained silent on the announcement made in the French capital.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "an essential component of our commitment to stand with Ukraine for the foreseeable future".
He continued: "It paves the way for the legal framework under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would come to Ukraine's aid.
"However, until we lack such binding security pacts - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your own strength."
Persistent Challenges and Fighting
Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the participating countries "largely finished" their work on finalizing security arrangements.
Recently, Zelensky said a settlement was "ninety percent complete".
Territorial concessions and defense pledges have been at the forefront of outstanding matters for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Russian forces now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with drones, though with more limited success.
